NOTICE OF PROPOSED DEVELOPMENT

M11 J16 ASHFORD BUS PARK & RIDE SCHEME

In accordance with the provisions of PART XI, of the Planning & Development Act 2000 (as amended) and Part 8 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that:

Wicklow County Council proposes to undertake the development of a strategic Park & Ride facility located to the west of M11 Junction 16 at Rossana Upper in the village of Ashford. The proposed development comprises a car park with a capacity of 210 parking spaces, including 13 spaces for mobility impaired users and 21 spaces for charging of electric vehicles. The project includes the construction of a new bus area that consists of two bus bays, two passenger shelters, and a designated turning circle. A new junction is proposed on the R772, incorporating a dedicated lane for right-turning traffic. The development also plans to incorporate paved areas for bike shelters and lockers, facilitating connections for active travel and ancillary works.

In accordance with Article 120 (1) (b) (i) of the Planning and Development Regulations 2001 (as amended), Wicklow County Council had concluded following the completion of an Environmental Impact Assessment Screening Report that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.

Where any person considers that the proposed development would be likely to have significant effects on the environment, they may, at any time before the expiration of 4 weeks beginning on the date of publication of this notice, apply in accordance with the provisions of Article 120 (3) of the Planning and Development Regulations 2001 (as amended), to An Bord Pleanála for a screening determination as to whether the development would be likely to have such effects.

In accordance with the provisions of Article 250 (1) of the Planning and Development Regulations 2001 (as amended), Wicklow County Council has carried out a screening of the proposed development to assess, in view of best scientific knowledge, if the development, individually or in combination with other plans or projects, would be likely to have a significant effect on a European site. Accordingly, Wicklow County Council has determined that the proposed development would not be likely to have a significant effect on any European site and that therefore, an Appropriate Assessment of the proposed development is not required.

Plans and particulars of the proposed development can be inspected or purchased at a fee not exceeding the reasonable cost of making a copy, at the offices of Wicklow County Council, County Buildings, Station Road, Whitegates, Wicklow Town during opening hours from 9:00 am to 1:00 pm and 2:00 pm to 4:00 pm Monday to Friday excluding Bank Holidays, for a period between Wednesday 6th November 2024 to Wednesday 11th December 2024.  Plans and particulars will also be available to view on the Council’s Online Consultation Hub at www.wicklow.ie/Living/ConsultationHub

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made in writing to the Senior Executive Officer, Transportation Department, Wicklow County Council, County Buildings, Station Road, Whitegates, Wicklow Town on or before noon Friday 10th January 2025. Submissions may also be made by email via the following address n11m11@wicklowcoco.ie.  All submissions should be marked “Ashford Park & Ride Scheme – Part 8 Statutory Consultation”.
